When teams are as close as they are this year, you're almost splitting hairs when it comes to picking one team over another. Sometimes teams get picked for a better bowl simply because they have better fanbases that are more willing to travel than others. It's not the most fair way to pick the bowl pairings, but that's the world we live in.
